Default 1999 F150 fuel pump problems

Just got done replacing the open(no resistance) fuel pump in my mother-in-laws truck and the fuel pump still does not run when the ignition is on. I do not have a book or schematic so I'm lost as where to look next. I get 12 volts thru the fuse and to the pink/black wire at the fuel pump connector when I jumper pins 30 & 87 of the fuel pump relay. Relay is good. I do not 12 volts on either pins 85 or 86 to energize the relay. Does anyone know where the PCM module is on this truck because I'm thinking maybe it's missing cause the truck has been sitting in her driveway for 2 years. Now she want it running and she's task me to get it running. Sorry I'm not really a F150 type person (HD2500 Diesel) but like Ford trucks. I would appreciate any guidance as what to do next to get 4.2L engene running. Thanks
