Default Four wheel drive

I've changed both wheel hubs and shift solenoid but still not engaging into 4 wheel drive. I get the light in the dash and a clunk type sound when turning it on but no 4 wheel. Any suggestions would be appreciated. Thanks! 2004 Fx4 new style.

Its probably the IWE control solenoid on the firewall, behind the battery. It controls vacuum to the hubs.

He states he has changed it.. I would look into the transfer case shift motor after I did a vacuum test at the wheel ends.

When he said "shift solenoid" I took that to mean the T-case motor. You're probably right.

Although he states he hears a clunk and gets the light on the panel. I'm still leaning towards the IWE sol.

That's the solenoid I changed already, sorry I forgot the actual name to it. Thanks for the response though.

Now adding to the confusion, when front end is in the air one side spins just tire and the other spins axle???
