Question Climate Control Blower Motor problems

Hello all. Bought a 2000 F-150 recently and been almost rebuilding it. Running into problems here and there so I'll probably be back quite a bit but this one is the top of the list for now. I Pulled the AC blower motor out and bench tested it to make sure it worked and all and even though it was a little stiff for my taste it still worked fine. Bought a brand new resistor from Rock Auto cause the old one was beyond salvageable. pulled the control ***** and all that form a parts truck I had that used to run so I know they work. I can kinda hear the blend doors moving but the main thing is the blower motor doesn't turn. I put a multi-meter on it and I'm getting a constant 5V whether the key is on or not as long as it's in the ignition and doesn't change when I turn the ac control to on or off. The old pigtail was kinda burned but I tested continuity and don't seem to have any shorting or anything. Got a new one of those too. Any ideas on why the fan won't get the proper voltage from controls and the reason for the constant voltage?
