93 with a 2 cat setup both clogged problem?

Default 93 with a 2 cat setup both clogged problem?

on my 93 with the 351 my cats are clogged bad to the point im am loosing so much power and experiencing backfire it has the 2 cat setup but between the 2 cats the is a elbow i cleaned the first cat out but the 2nd cat closest to the front i can't clean because of the elbow i live here in schuylkill county pa where the cat laws aren't strict so my question is can i cut off the first cat clean the 2nd cat out and just run the exhaust to the 2nd cat and only use 1 cat ?

Best bet is to replace them! if CAT laws are strict chances are if you do that, it will throw a code because there is no flow to that other scensor
