Default 2010 F150 Vacuum Lines - Help Please

Edit: Can anyone tell me if this vacuum line should be connected to something? Or is it some kind of drain that I've never seen before? You can see in the picture that 1 hose is still in tact and the other severed ... unless that is how it's supposed to be?

Any input is appreciated. Thank you.

I'm guessing that an actuator went bad and somebody was to lazy to replace it so they cut the line to keep the 4x4 engaged ... which means I'll have to replace both hub assemblies, IWE actuators, and replace the hose.

I find it hard to believe that the "reputable" Ford Dealership that I purchased this vehicle from didn't know about this problem.
