I use Black Magic Bleche White Tire Cleaner.
It makes the Raised White Letter REALLY stand out. and the rest of the tire less worn... Especially, if the tires were not cared for very well.

I have never been a fan of Simple Green. It always leaves streaks and residue appearance after drying using a brush and water. The same issue when washing the engine bay. I bought a corrugated plastic board (craft project type similar to cardboard but plastic) and cut out a circle that matches my wheel diameter. If the tires are really dirty, I use the cutout with Black Magic Bleche-Wite to avoid getting it on the wheels or Eagle One All in One Tire and Wheel cleaner without the cutout.
Also, the cutout is extremely user friendly when spraying tire shine on the wheels. A little overspray may get on the wheel edge, but I can wipe is off easily. I use Griots Garage Satin Tire Shine in a spray.

I usually just spray the tire down with simple green and brush it with a tire brush I got at O'reilly's. Finish it off with whatever sprayable aerosol tire shine is on sale followed by a wipe with a rag about a minute later to leave a dark black, but not glossy, finish.

I use a citrus cleaner then Super Blue fro Jax Wax. I also use their wheel cleaner. I spray it on when I start washing let sit. When it turns blood red wash with a hose. Www.jaxwax.com

A little 409 sprayed on the tires/wheels and immediately scrubbed and rinsed clean and then once that dries, ArmorAll.
