Update: This truck sold in 5 days. Unsure of final price. Dealer wouldn't tell me. I did not buy it.
A local dealer has a 2015 F150 2.7L Ecoboost with 262,000 miles listed for $15,500. What would you offer the dealer?

100$. The cost of towing it to the scrap yard. I bet they gave 1000$ to the previous owner for his trade-in, and now they're trying to make 1000% profit out of it.

KBB says between $7k-10k

There's no way in hell I would pay that much. I agree with Eduskator, a crisp $100 bill and a firm handshake, that way you don't lose too much money when you trade it for scrap lol.
Serious answer, $5k. Get yourself a fresh looking beater that'll last you another year or two before you have to start sinking some serious money into maintenance.

LMAO. $15k. The better part of $300k miles.
LOL.
First thing I'd do is tell them to pull the intake manifold so you can see the carbon buildup on the intake valves. If it's OK, I'd offer $7500. If it's dirty I'd offer $6500 and tell 'em to clean the valves first. Then have 'em replace water pump, oil pump, and DEFINITELY the timing chain and tensioner.
Then I'd run it into the ground.
LOL.

I'm impressed, especially if it hasn't had any major work done.
I'm picking up a new 2.7 tomorrow so that's encouraging.
Would be curious to see a pic of said 262K truck.
