i believe the dealer is able to see a PCO if there is one for you

When I purchased my 2018 special order dealer wouldn't honor pco.

Some thing wrong there. Dealer has nothing to do with it, no skin off their nose, they lose no money. It is between you and Ford.

Unscrupulous dealers will run the PCO later and effectively take that as extra profit in their deal.

And hanging onto your keys of your old vehicle while keeping you in the showroom for hours is theft and illegal detention... but it still happens every day.
