Are you the original owner? Possible someone had the ignition rekeyed or changed the lock for some reason? I've had frozen locks before but they wouldn't turn... you could always get the key all the way in.

no I am not the original owner. It should just be the same key I use for my ignition I thought

Crawl under the bumper and spray penetrating lubricant on the back part of the lock, let it seep in, then with the key halfway in the lock barrel (that's only as far as it goes, just like the center console or glove box locks), try to turn the moving part of the back of the lock with pliers. If it still doesn't budge, there's a chance the lock isn't correctly matched to your ignition key.

Same issue
Same thing. I AM the original owner. Key does not go in past 2/3 way.and does not turn. WD40, firm taps ect. Led to NO solution. Had to go under the bumpler and manually twist the cylinder with long handle to force the cylinder to correct position to release it. Took me 3x longer than to change the tire. Led to missing an important appointment. Very disappointed, FORD.

Take a look at this thread. I posted a few pictures. It shows a clip on the back side of the lock. If you pull it off the tumbler should come out.
