There's no shutters in line with the opening where the license plate mount is.

You guys must be talking about something else then. It's very clear there is shutters in front of the intercooler. Watch the YouTube video I posted and notice where he puts the camera. You can clearly see the back of the license plate mount in the video.

On the 2.7 and I believe the 3.5 eb's there are lower active shutters. The na 3.5 and 5.0 do not have active lower shutters. I'm in Ontario where front license plates are mandatory and left the plate where it is. According to the lie o meter my truck has been as low as 8.6 liters per 100km on the highway. Driving around where I live I get anywhere from 10 to 12 depending how much in city I do.

I believe the question is about the license plate removal and it seems a no brainer with the Raptor owners guide saying remove it/or else relocate it. Off roading is a mute reason. It would not, could not change the shutter systems timing or infringe on it. It would simply cool the intercooler in hot weather quicker/better, as the temp of the air before it reaches the throttle body is monitored, and is the reason for the thread. In my opinion. I have also noticed an increase in mpg that jumps higher quicker a lot more often.

My point was because of the active shutters usually being closed your sentence "it is obvious engine timing and fuel injection sequences change with it " is incorrect. Your engine doesn't know when the plate is in front of the intercooler or not because of the shutters. The reason why your seeing a change in performance during winter is because of winter blended fuel, not because you put the license plate back in front of the cac.

The reason to remove the license plate is the same be it 2.7L or Raptor EB. Cooler air quicker. The air temp sensor then signals the ECU an power module thus engine timing and fuel injection allow better/higher performance in hot weather. A no brainer and removing the plate has nothing to do with the shutter they work independently are controled by the ECU and operate to allow fresh cool air to regulate temps and help gas mileage when closed tight so the quicker they close the better the fuel mileage also.
Like I have stated I have noticed mine showed higher mpg more often with the plate moved/off in hot weather.
