Default Setting tire size with SCT

Should I set it based on the mfgs actual diameter or should I use a straight edge with a good ole measuring tape?

I am pretty sure my tires measure smaller the listed actual diameter.

I don't have a gps with speed so I am just trying to get it close.

I used the manufacturers diameter and it brought my speedo dead on.

Use manufacturer specs, and then use a GPS to confirm. I had to play with mine a little to get it just right.

Also if you dont have a GPS, try using the GPS app on your phone. I used Waze and my Iphone GPS and my speed was spot on.
