Like someone else said, the dyno will record when its turned on. They put the truck on rollers under the rear wheels. If you are going along at 2000 rpms and step on the gas, what happens? Your truck will downshift, maybe even two gears. There is no way to get low RPM pulls on a dyno like this, only on an engine stand dyno. Those low rpm torque and horsepower numbers don't mean a thing. Yes maybe it was recording numbers but they wouldn't be full throttle numbers until over 3000 rpms.
The only way to get low rpm pulls would be to somehow lock the transmission in gear, which of course can be done on a manual transmission car.

It's going to downshift or it's going to unlock the converter (if it isn't already unlocked anyways) and spin up to rpms well past that point.

Just for the fun of it, I plotted 5star's stock dyno curves for the latest version of both engines. Same dyno, same company, same fuel.

This gives you an idea but don't forget air temp, humidity, and barometric pressure play into what a motor is putting out at any given time. Generally, my understanding is you want to run one after the other on the same day. That said, this chart tells the story I would expect. The 3.5EB better for towing and the 5.0 should be better in a drag race. It's a pickup...

Yup, my 18 EB3.5 HDPP is a towing beast between 2500 and 3500 RPM. It almost never needs to go above 3500 towing 8000 lbs @ 15,500 GVW, up a 6% grade. It just pulls. That's why I bought it.

I'm gonna get a 5* tow tune for it this Spring. Then it will be even better.

So why is it that Ford didn't use the 5.0 in their most expensive, best performing, Raptor?

Because it's an offroad vehicle and this motor is not the motor in the Raptor. The Raptor motor dyno chart puts these two to shame. Geez man.

Imagine that.. The graph I posted was 100% correct. EB's are dead by 5000 rpm and they have nothing below 2500 rpm.

I don't think anybody said that. I always view performance shop graphs with a good dose of skepticism. They are trying to sell you stuff. EngineerMike just plotted the graphs of the 2018s to show what they look like against each other.
