Up until the Sticker is printed. I think that a VIN is done shortly after the order is submitted, but the actual order isn't a lock until they print the sticker.

Even if it's too late, most dealers aren't going to have trouble selling a fully loaded Plat. Good chance the dealer will re-order what you want if you ask nicely.
