I think there is some confusion. The OP has Sync, not Sync with My Ford Touch. Sync with My Ford Touch does have vehicle health report. Sync should have it as well. Have you tried the voice command "Vehicle health report"?

My Sales Rep Said it would be released on the Focus and I think she said Fusion systems first. F150 would be later in the year.

Regardless of whether or not a vehicle has myford touch or not, the VHR is available. The hardware is all the same and the only thing that changes is the software. I have the most recent software edition and I have VHR.
Now will VHR be available on Sync 3, I do not know. Still have yet to see and official announcement for MY2016.

Your sales rep is not correct. First vehicle to have Sync 3 is the 2016 Escape. After that, the 2016 Mustang will have it as well as the 2016 F-150 Limited trim. As for the Focus, the 2016 RS will have it when they become available next spring. The information is on Ford's own website.

I don't mean on the website. Hit the button on your steering wheel and say "vehicle health report". What happens when you do that? You must not have the option then. I just logged into my account and I do have the vehicle health report option. I have a notification on the right of the website to run the report. I have Sync with My Ford Touch.

So, it appears it is similar to some models that do not have the touch screen buttons for seat heating and cooling. Apparently, during a build year Ford will remove some features without notification.
