A charge for the small amount of vehicle fuel arriving at a dealer is a line item on the dealer's factory invoice. In past years, my local dealers have always delivered new vehicles to me with full tanks, but with higher fuel costs today, I don't know if that's still the case.

every new and CPO vehicle we sell comes with a full tank of fuel

(i believe that is required by ford)

My Invoice price includes $119.52 for "Fuel Charge". That's a full tank at $3.32 per gal. I guess you could negotiate it out, along with the "Advertising Assessment" for an under Invoice deal with the right dealer.

The 150 already has powerscopes. Why would someone try and take the SD ones and make them work?

They are a $165 option on Lariat and above trucks.

Actually easier to get them now than in 2014-no engine or package requirement, just a standalone option now-and a steal at the cost.
