my pics didn't quiet line up, the picture with the bent looking tow hooks go with the 12,2k hitch sticker, the window sticker said max tow package,
and the then that leaves the 11k sticker with the hitch that was on the straight tow hook tabs, and that one the window sticker just had tow package on it

So, if 12,200 is what's listed on the Max Tow hitch (that's what's on mine also), what's the number on the highest rated 13,200lb tow version of the trucks?

Am I reading it wrong? It SEEMS to me that if you ordered the max tow #7 reinforcement you COULD upgrade a tow package to a max tow package. Or have I missed a whole bunch of steps and parts? I read the OP again I have the 36 gal tank, the front stabilizer bars are upgraded for tow and max tow so that should be the same, got a 3.5 EB, and have the ITBC, but don't have the reinforced rear bumper - part #7.
If you installed the max tow receiver, you would have a receiver rated for the same weight as an F-150 that has the max tow pkg, but you still wouldn't have the other components that are part of the max tow pkg.
The max GCWR of 18,400 lbs. on a 2018 F-150 requires the max tow pkg. Without the max tow pkg, the max GCWR is 16,200. So there must be something in the max tow pkg besides a receiver to result in that much difference in pulling power.

Please be explicit about what other components I have missed in my analysis. Generalizations make it look like an ad hominin. Please try to stay with the 2017 model since that is what parts were presented for discussion.

No, I have 3.31 gears. As I stated, everything else you highlighted EXCEPT the upgraded rear bumper (accomplished with part #7 we have been talking about) is on my truck.

so even if you upgrade the rear bumper you still won't have the Max. Trailer Tow Pkg due to the 3.31 axle ratio

Not to throw a monkey in the wrench, but even if the truck was equipped with every single thing in the max tow package as separate pieces, it wouldn't be the max tow without the 3.5 ecoboost. I'm guessing that is a component of getting the full "max tow" ability/benefit. I have everything in max tow except the bumper and the 3.5.

I don't know. I'm not a chassis engineer, I don't work for Ford, and I don't have access to the engineering specs that determine GCWR and GVWR. Tow rating is simply GCWR minus the weight of the truck. Ford doesn't make those specs available to enthusiasts. But if you can find the engineering specs that show where the engineers came up with the GCWR of the F-150 with the max tow pkg, you'll find your answer.
If you have a Ford fleet PIN, then the engineering specs might be available on the fleet.ford.com website. I don't have a fleet PIN.

Upgraded bumper/hitch/frame is BS. Not needed. All F-150s are rated for goose/5er hitch. Maximum trailer weight will be limited to payload.
1,830lbs minimum requirement for 12,200lb trailer @ 15% hitch pin. Many F-150s have higher payload then 1,830. Many dont.
A 12,200lb conventinal pull trailer behind a F-150 will have to be perfectly loaded or it wont be fun.
A 12,200lbs 5er/goose trailer will be way more stable and only really require a larger front stablzr bar, aux trans cooler, & TBC.(aka reg tow pack)
