The shackle ports in the top picture seem to be significantly larger than those on my truck and I only have the Trailer Tow Package ($895). The ones on mine are somewhat difficult to deal with and every weekend I get

Leaf springs
There's a lot of misinformation about leaf springs in the above posts. You can use more springs to achieve a certain payload, or you can use stronger springs to achieve that same payload. So comparing a spring pack that has two springs to a spring pack that has 3 springs does not tell you anything. You need to also know the specs of the springs. including width, thickness and length as well as technical details such as to how much "spring" the spring pack has ( i.e, deflection rate ).
Receiver hitch
The following applies to a 2017 F-150. I cannot find a current parts list or a 2018, but I'll bet it's the same.
Ford says the 2017 max tow pkg has an "upgraded rear bumper". That's misleading, because it's really an upgraded receiver hitch. The receiver hitch is part of the rear bumper, so I guess someone at Ford decided to call it an upgraded rear bumper instead of an upgraded receiver hitch.
The rear bumper frame under the plastic cover is in three parts, left right and center. The center part of the bumper comes in three different configurations:
1] Just a "reinforcement" that holds the bumper frame together on those F-150s that do not have a receiver hitch. ~$124
2] The reinforcement plus a receiver hitch on those F-150s that have the 53B receiver hitch but without a tow pkg, as well as on the F-150s that have 53A "heavy duty" trailer tow pkg. ~$163
"Heavy Duty" means trailer weight of 3,500 to 5,000 pounds.
3] The reinforcement plus an "upgraded" receiver hitch on those F-150s that have the max tow pkg. ~$167

Max tow rear springs: Here's what we know. 2018 Max tow gets a 2+1 spring pack (visually confirmed). 2018 HDPP gets a 3+1 spring pack. (visually confirmed) The 2018 Max tow has a RAWR of ???? (said to be 4050 from other posts, not visually confirmed). The 2018 HDPP has a RAWR of 4800 (from my door sticker and others in the HDPP payload thread). If anyone want's to tell them selves that Max tow springs can carry weight just as well as HDPP springs, I can also give you a great deal on a bridge! Buy what you want. Just make sure you're informed.

Am I reading it wrong? It SEEMS to me that if you ordered the max tow #7 reinforcement you COULD upgrade a tow package to a max tow package. Or have I missed a whole bunch of steps and parts? I read the OP again I have the 36 gal tank, the front stabilizer bars are upgraded for tow and max tow so that should be the same, got a 3.5 EB, and have the ITBC, but don't have the reinforced rear bumper - part #7.

If you installed the max tow receiver, you would have a receiver rated for the same weight as an F-150 that has the max tow pkg, but you still wouldn't have the other components that are part of the max tow pkg.
The max GCWR of 18,400 lbs. on a 2018 F-150 requires the max tow pkg. Without the max tow pkg, the max GCWR is 16,200. So there must be something in the max tow pkg besides a receiver to result in that much difference in pulling power.

my pics didn't quiet line up, the picture with the bent looking tow hooks go with the 12,2k hitch sticker, the window sticker said max tow package,
and the then that leaves the 11k sticker with the hitch that was on the straight tow hook tabs, and that one the window sticker just had tow package on it
