So I have a 2017 SuperCrew. Am I correct in that I should order two of them? One for each folding back seat?

I think you only need one for the driver's side. I don't believe the other side has a latch like that
.

No just order 1. The passenger side flips down to access he jack and the power inverter in my 2017 xlt with the center console

Nope! Martlet and dbmachine hit the nail on the head. Your truck should already have a pull strap on the passenger side.
