But I really have not checked, does the XL that has none of the packages have the switch for the fog lights. I have yet to get a look at the interior of an XL without chrome, sport, or stx packages, they're pretty rare, actually.

The OP said his did not, but he had purchased a HL switch that included the fog light switch. If his harness has the wires, then the job will be a little easier.

I just completed this upgrade. There was a plug under the passengers headlight that had a blank cap on it. I removed this and bought a foglight harness from tasca that plugged right into it. Bought a used bumper from Craigslist that had the fog lights. I then got a factory switch with the foglight option off of eBay. Plugged it all in today and it works!!!! No need to program anything

XL with the STX or SPORT package will have fog lights.... This is 2017. the "XL" package has a bit more options than earlier years.

Just a plain ole XL probably wont.

If you are lucky and have all of this, then you will need FORScan to enable them in the BCM.
Hi,
can I ask you what everything with FORScan need to be enabled?
I have new switch and all wires but no succes.

I did this change:
726-45-02 xxxx x1xx xxxx Fog Lamp Circuit Cfg: 0=unused, 1=used

Thanks for your help.
