Just FYI, the fogs will wash out the highbeams. That's partly why they turn off, other than the law (no more than 4 lights on). Even vehicles with single hi/low bulbs turn off the fogs. Having the brightly lit ground in front of you makes your eyes adjust to that, instead of the dimmer light that's out at a distance. So if you're doing it for visibility at night, it's counter productive. If it's for looks, then go ahead.

That is total BS when talking about the stock fog lights as you can barely tell they are on. As someone who drives 500 miles a night I can say with 100% certainty that if your fog lights are adjusted low and wide like they are supposed to be and your head lights are adjusted properly they don't wash the head lights out.
If you are looking down the road like you should be the extra light is great, the 2 compliment each other as long as they are adjusted right.
Now if you are talking about the people that put bulbs in their fog lights that have no business being there then that is different and you may be right.
There is the only 4 lights on at a time "law" but I see no evidence nightly that any LEOs are enforcing it.

Fog lights should only be used in low visibility. Fog, rain, snow all require slow careful driving and your sight line is right in front of the vehicle. Fog lights supplement the headlights by providing additional light right in front and to the sides of the vehicle. If you switch on hi beams you are looking farther out into the distance and the fog lights are of no use in this situation so they turn off. And there is the 4 lights law thing too. In my state it is actually against the law to have fog lights on in clear weather. No one enforces it though.
