The reduced payload will primarily come from the truck being a few hundred lbs heavier than the 3.5eb. Since the towing is also affected by the truck's weight (possible tongue weight decrease), and the lower hp keeping speeds down on the testing grades, that's why IMO the numbers are what they are.

I stopped checking after 23 tanks but over that time the mpg was 27.6 hand calc. Diesels have typically gotten better than EPA estimates for me. Had a 2012 Passat that would get 50 on the road.
Ford is making a mistake by not making the diesel available in the lower trim levels. You can buy a 2017 Ram EcoDiesel Big Horn Quad Cab new off of the lot right now for 32k +T&L. That's a lot of truck for the money.
Diesel might not make bean counters happy but it does me. Bought my first one in 1984, new. Mercedes 190D.

Ford has finally released numbers for its upcoming diesel-powered F-150, putting its truck into the best-in-class spot in seemingly every category in the half-ton truck segment. 250hp, 440 torque, 30 MPG.

Ford put that engine is some of their chassis-cab cab-over city delivery work trucks, but not in a pickup chassis.

I don't get this as far as a tow vehicle. So maybe there is engine braking. Slightly less torque and a lot less HP than the 3.5. Heavier engine I would think so no savings in payload, most likely. Seems like the whole thing is so that Ford can say 30 MILES A GALLON!

I think this is a bad move by Ford. They'll be cannibalizing sales from the 3.5TT. The new gen 3.5 is putting a ton more HP and almost the same tq figures as the diesel at a cheaper price.
Even if the diesel gives you 75% more fuel economy (for the supposed 30 mpg which we know wont happen) when you add the extra cost of diesel and adblue, you'll have to drive the truck an additional 12 years to be able to break even. The truck will never get 30 MPG combined. At most I honestly think it'll get about 22 city, 30 hwy for a combined of about 27.
Add to that the fact that Ford has consistently had problems with their diesels (6.4L anyone) and it does not bode well for the diesel F150.
This is just a move to compete against the Titan Cummins (which itself is a huge fiasco) and the dodge ecodiesel.

I don't think this will hurt 3.5 sales a bit. If you want to take off like a scalded dog, the 3.5 is going to do it while the diesel won't. It will get better mileage than the 3.5 (most likely), but that's a feature that you have to consider when buying. It won't draw very many sales from the 3.5 that the RAM diesel doesn't already threaten. The goal here, I think, is to outdo the competition. Make the people that are considering the RAM consider the 3.0 instead.
It's also planning for future contingencies on Ford's part. CAFE standard and other government regulations are at play. Got to keep the Feds happy.
