No, I don't drive with my foglights on...unless its foggy!
The lower lights provide zero (0) in terms of distance lighting for vision.
I refer to them on most vehicles as annoyance lights...especially those DBs who drive around in the city with them on!
Those clear lights in your bumper aren't foglights unless you've purchased an appropriate DOT approved fog light bulb like the ones below...
(Halogen bulb going into a halogen housing) (not LEDs)

With bambi season starting to ramp up again here, you bet the fogs and head lights are on to help see these future sausage and deer chili come out ditches and fields until gun season starts to help thin the herds.Unfortunately my county leads the state in car vs.deer accidents.

I must say ive never had any oncoming vehicle with foglights "annoy" me or even cause me to notice it, I mean 90% of vehicles have them on. Whats annoying is bro trucks or trucks squatting from towing, blinding you in the process.
but I cant even think if a time where I was like "damn those foglights are blinding me!", even when I had lowered cars. I almost think automakers know that people think they look cool and run them all the time, so they purposely make them non blinding.

I took a few pics of my Anzo's after I installed them ahwile back. One thing IMO that people fail to see in the benefit of the fogs is their ability to light up the side of the road - You can clearly see the difference they make in the pics below. This is a huge benefit for spotting deer, etc when driving at night.

I have never been blinded by a vehicles foglights. So all you city boys that don't worry about deer can leave them off. I drive 22 miles one way to work at 4 am and like to see whats lurking in the ditches. Fogs provide low and wide coverage, they sure don't blind other drivers. Good grief....
