I don't know how PA requires the inspection to be billed, there could be a parts charge for the sticker. Grease, Oil and Gas can be a number of things but often is simply their "shop supplies".

What is the obsession with Motorcraft (ConocoPhillips) oil? Wal-Mart has 10 choices that are better for less.

Really? I wasn't aware of that.

Again, why the obsession with using Motorcraft oil, when there are much better and less expensive choices?

Care to elaborate on what's better for less?

Hard to beat $21 for 6 quarts of a syn blend motor oil.

I guess I misunderstood your question. WHOSE obsession with Motorcraft Oil? For those going to a Ford dealership then the answer is obvious. As far as much better oils for a better price you'd need to be more specific. What oil at what price and what makes you think it's "much better"?

$29.99 for the oil change
Discount Tires has free tire rotation for the life of the tires. Which brings me to ask... How do they know if they are the same tires and not replacement tires from another place?

my guess would be a tread depth measurement entered into the truck's file... if the new tire tread measurement is higher than the previous, the tires are different. or brand may have changed... who knows

If you purchased the same tires they might not. But by going there for your tire rotations they will get first chance to sell you new ones when they need them.
