I verified it works upgrading a MY 16 Non-Nav from 1.0 to 2.3.
He said he his was a 2016, and being that it's 1.0, it most likely be an early Sync 3 module.
I am going to go ahead and conclude user error, or something unique like they installed a Nav unit in his and disabled it via as-built.

2.3 should work for you. Suspect user error. I just tried it. See photo below:
I can confirm that @Acool is correct and 2.3 non-nav for MY 16 exists (although it doesn’t appear in my Ford Owner profile).
I upgraded from 2.2 to 2.3 last night, but not without a fight; had to split the install in two phases, exactly like my 2.2 downgrade HOWTO.
Additionally, the huge package that contains the Nuance voice recognition/prompt disk image/subsystem failed to install (MEM_ERR03). I don’t know why me and a few other members have issues with that large Nuance disk image failing its installation.

My 17 XLT 302a w/ NAV came with 2.2, I check owner.ford.com frequently. I saw an upgrade to 2.3 this week and completed it successfully.
Seems a little snappier, and the "GT" theme I have enabled from FORScan is a little more refined, fonts changed etc.

I still wonder about downgrades. The install pack seems to make a decision based on your CCPU version. If you have a higher or unknown version, I'm not sure it is downgrading as it would not have instructions on what to do unless Ford intentionally made instructions for when the version is not recognized. I wonder if you are getting the error because it is not following through on one step, where it may for example do a purge command on temp files/logs in order to have sufficient space. I'd be curious to see what your APIM test responds with on installed part numbers. Really I'd be curious for before/after a downgrade. I haven't looked in depth, but the only difference that immediately stood out between the MY16 and MY17 update versions was that MY17 had additional firmware patches depending on the CCPU version (but included everything in MY16 so why even have two versions?).
I am in the processes of trying to gain access to make mods. I've come a long way, spent countless hours, and bricked a bunch of modules
