OK ladies and germs, I have figured out how to successfully downgrade from 3.0 Non-Nav (both builds: 17276 and 17194) back to official Ford IVSU 2.2 build 17011, with Gracenotes working again and no annoying pop-ups.
It's a very involved process and I had to reverse engineer some stuff to get it figured out.
Ergo, I will be posting a brand new thread with a consummate HOWTO, and hopefully we can make it a sticky post. Stay tuned for my post/HOWTO this afternoon.
I have a theory as to why the downgrade back to 2.2 (from 3.0) has failed for so many Non-Nav users, and the process I got working, reinforced my hypothesis.

If so, that's likely why. A lot of us 2016/Sync3 1.0 users are experiencing the downgrade to 2.2 issue (from 3.0), which seems to be the common denominator.

Yes and yes, lucky me I guess. Has anyone in that situation tried to step down to 2.0 instead of 2.2 and then go back up?

My WIFI popup fix
*You must have a WIFI network to connect to. I used my phone as a hotspot.
When WIFI window pops up:
1 Enable the hotspot on your phone (or be able to connect to a trusted wifi)
2 Touch view networks on screen
3 Connect to your hotspot/wifi SSID
4 Once connected goto Settings > General >Automatic System Updates
5 Press > Scan for Updates Now
Last checked for updates will show the current date and time. Thats it.
*You must have a WIFI network to connect to. I used my phone as a hotspot.

1 Enable the hotspot on your phone (or be able to connect to a trusted wifi)
2 Touch view networks on screen
3 Connect to your hotspot/wifi SSID

Download the file for yourself for the 2018 explorer, rip that package apart, find the latest OS module from within that 2018 explorer Sync 3 V3.0 package, isolate it, then merge it with all of the most current other files (such as gracenotes) from the latest publicly published update released for your specific vehicle, then write your own auto install scrip using text edit to slightly modify an old auto install scrip from lets say an official Sync 3 version 2.0 update, and voila! One shiny new Sync 3 update tailored to your Ford.
In a nutshell thats how these things are complied by users outside of Ford.
Or you can do the lazy method like I did and wait for someone who owns a different Ford vehicle than yours to do what I described above. Install that version knowing there will be mismatches here and there, and simply not care about those discrepancies which are to be expected.
Currently my F150 which thinks its a diesel ford fusion from china, but on the other hand my Android Auto is lightning fast now and my wifi prompt is gone lol.

That makes sense now that I think about it.
I did the 17194 update at work where I don’t have wifi and I did the 17276 update in my driveway at home.
The above quote seems completely plausible.
Did you try a module reset in ForScan too? or was it just as simple as connecting and looking for updates once?

I dont have and never had access to OASIS so I dont know where to look for what you need. Glad to hear your rollback worked.

I don't think its a real "reset", it just cycles that individual module so you don't have to go through the steps of turning off the ignition off, opening the door then back on again.
It looks like the software just needs to confirm its up to date and the popup goes away.
