Block Heater Safety Recall 18S45 Has Been Closed
...and replaced by Safety Recall 19S11 which also disables the block heater. Customer Satisfaction Program 19G01 will be released 3Q2019 when parts are available.

I wonder if this was planned. Waiting until spring to announce the recall and then to plan on having parts for the fix on hand before winter. I suspect they knew this when they suspended the recall work.
