It sounds like best case we may be looking at only a firmware upgrade or IPMA swap (with the latest firmware), and some FORscan changes in the other involved modules?
Livin', slight non sequitur, but are you using the Russian software or IDS to do firmware upgrades? And if the Russian software, have you discovered any other semi-mainstream uses for the software, i.e. Raptor IPC firmware?
I haven't decided what to use yet but I'm not going to experiment with '18 firmware unless I have 100% confidence that I can go back to my '16 firmware if the experiment fails miserably. The IPC may be the biggest obstacle in this depending how much involvement it plays in the stop & go function. I say this because '17 IPCs (or '17 IPC firmware on a '15/'16 cluster) in a '15-'16 presents its own set of issues with gears not displaying correctly on screen and the turbo gauge not working so I can only assume these issues (and maybe more) would still be present with '18 firmware on a '15-'16 cluster in a '15-'16 truck.

Wow. So no LIDAR added to the IPMA for 2018? They are just using the camera for the additional distance data needed for full stop/go?

I don't think stop/start is gonna be something I pursue even if possible. Every time my ACC hits the brakes it startles me anyway and I take over. I am not too worried about.
I know it doesn't sound possible right now but you'll learn to trust it. I thought the same thing as you when I first started using it but now unless I see something dramatic like someone slamming on brakes, I just let her (ACC) be in control and am not nervous about it.
