So here's the answer from Ford (please forgive all caps):

"THERE HAS BEEN AN ENGINEERING CHANGE TO THIS PART. THE PIA RUBBER SHIELD HAS BEEN DELETED AND IS NOT REQUIRED FOR SERVICE. IT IS NOT A SERVICEABLE ITEM."

Is this deleted for circulation/cooling issues or something else. I certainly would like and have the ability to fabricate one if it is deleted merely for a cost-related purpose.

I just picked up my '19 Lariat. It has the felt liners in the front, and does not have the additional rubber cover (but has the holes for them).
