Question Scratched to the metal

I'll preface this with: I don't expect perfection, it is a truck. I would like to fix this the best way I can, without too many special tools. I just got the truck, and this was already on it. My thought was a paint match pen, but I'm sure I need a primer pen or base coat or something more than the Blue Flame pen that I can find easily. I've sanded, polished and buffed many clear coat (and paint) scratches in the past, but this is beyond any repair I have done.
Scratch is just under 7" long.
I ask for recommendations.

You won't be happy with it unless it's done by a body shop.

Dr colorchip is what I use for small road chips. But this is going to need more than that...
