Default 4x4 not working, 1999 f150

My 4x4 recently quit working. Turn the switch and hear 5 clicks from the relays behind dash. 4x4 light does not come on. I replaced the transfer case shift motor. What should my next step be? Relays behind battery on firewall or the switch itself.

Tested my switch and switch works fine. Anyone have any suggestions what I should try next?

Crawled underneath today and removed the transfer case shift motor, manually turned t-case to 4x4, got in turned on key and turned switch. I heard front axle engage but 4x4 light still didn't come on. I'm thinking it has to be the GEM module. I thought someone on here would have had same problem to give some ideas.

First did you check the vacuum hoses? Have they ever been replaced? From what I've read that seems to be the most common problem

yes, checked them. I've also heard the GEM module controls many other things, my power door locks have slowly quit working, started with drivers door locks and now only passenger lock button works.
