Default 2000 4.6L rebuild PLEASE HELP

ok here's my situation, I have a 2000 4.6L extended cab with a romeo engine that currently has 281,000 miles on it and refuse to put myself into payments so I have to plan to rebuild or swap it. in my haste I bought a 97 f150 4.6L to swap but didn"t realize it was a 4.6L windsor... I was trying to take my time and rebuild that motor and then swap them to eliminate down time. Here comes my issue. I also need to replace the cats and the price to replace them with direct bolt in or to go to a shop and have it done is roughly the same price as a set of complete aftermarket headers with cats, except it won't fit the 97, on top of that in my recent research I've learned about PI heads. now since I'm already going to put headers on I've decided instead of a standard rebuild that I wanna try and get a little extra hp out of the motor. My question is this, are the 4.6 blocks all the same (I understand there are differences between romeo and windsor blocks) but if I just rebuild my existing romeo motor can I upgrade the heads to PI heads? Will I also need the valve covers from the PI heads and/or the intake off that motor or will my current ones work? is it possible and feasible to try and do the same mods to the 97 windsor motor? The truck is my daily driver so I was trying to limit downtime but since I'm doing more than a simple swap I'll figure out my driving situation, I'd rather do this right. Also, should I upgrade the transmission internals and jump to a stage 2 clutch to handle the extra HP, mind you I have a cold air intake and will be doing headers and an exhaust as well, also planning on high flow fuel pump, bigger throttle body and throttle body spacer and performance tuner. I need help and want to do this right and try to avoid having to hack apart wiring harnesses if possible lol. thanks in advance for any help

What's a "high flow fuel pump" on a 2000 4.6 L look like ?

Do you have a link of what you are describing by chance ?
