Default steering issues

my truck is really hard to steer and i have checked every thing ball jnts changed power steering pump and disconnected all of the steering points i am left with the intermediate shaft that has a bulletin on it for hard steering or the rack. any tips??

Bulletin meaning recall? If so, take it in...never know.

bulletin means they know theres a problem it is not a recall.
