Right against the fire wall on pasengers side top im not around my truck and dont have any pics right now sorry

I have a 1990 F150, and this line is not present. I do not see the right hand side of this line in the picture. Should I cut back the cover to see if it is inside, somewhere? When I find it, how do I patch a new line in?

Yes, keep cutting back carefully until you find the line. Then cut back as far as you need to to find good line, then cut a replacement piece of line and attach between the two points. Once you have done that you can re-tape the section you cut back.

I prefer 3mmIDx9mmOD white silicone tubing all the way to the vacuum motor.
