Default 1988 f150 300 6cyl fuel pump problems

my dad has a 1988 f150 300 6cyl w/ the duel fuel tanks. well the front front tank is having issues. it will run for a few mins (20 or so) then it will shut off, switch to the rear tank and it runs fine forever. ive switched out pumps w/ a new one and it still does it. I pretty much only see it happening when the truck starts to climb a hill, doesnt matter how big just when it starts to pull. Any ideas on what could be causing it? Maybe a relay?

also changed the fuel pump on the frame rail but it didnt help either.

There's a little rubber hose inside the tank that connects the fuel pump to the pickup assembly. I've seen those rot out which won't let the pump push the gas through. When the rubber hose is covered with gas it works but when the gas runs away from it (like when going up a hill or when low on fuel) then the truck stalls. You can try filling the tank and seeing if it still does it.
