I can't get pictures to work on my phone but it is milky oil on oil cap and when I checked the dip stick the oil is fine I bought an new pcv valve to see if it fixes it

this milky oil build up happens when you take short drives with the truck, it is the moisture that builds up in the engine then mixes with the oil, what collects in the cab is just some where the moisture didnt burn off or evaporate. noting real big to worry about, lots of guys get it, happens more often on the 4.9l.

I just replaced the old pcv valve and it was definantly bad and thanks for the reply I won't worry about it since it happens often to the 4.9s. And it does only see short trips.
