So I've gotten in my 95 ( 351 ) twice now and have turned the key and NOTHING happens. Would the starter solenoid cause this? ( battery's brand new )

Jump the two posts on the starter solenoid with a screwdriver (with a rubber handle LOL). If it starts then you know it is the solenoid or something upstream of the solenoid.

Do any accessories work in the KOEO position? Radio? Courtesy lights?

This. If you have no lights or power at all, then it is something completely different than a solenoid, so OP please clarify.

Ok so you have power (dome light, dash lights, etc.) and you can hear the fuel pump prime when you turn the key to on?

Jump the solenoid and see what happens. Make sure it is in park or neutral LOL.
