Default rough country lift and lift springs?

I am trying to figure out what I have. I have a 94 short box extended cab it has a 4" rough country lift so I was told. My question is the back sits high, and when I looked in the back, it has the stock spring blocks with the lift blocks from the kit under them. The u bolts are the proper length so I'm thinking that, that is the way it is supposed to be. It has new leaf springs in the rear too and I'm thinking that they are re arched springs to add more lift. I was wondering what the measurement is from the top of the leaf spring pack to the bottom of the frame on a stock truck. My thinking is that the 4" lift kit blocks were added to re arched springs making the back sit high. Any information is appreciated thanks!
