Default Restriction to EGR flow

Hi there, I have a 93 F150, 4.9l engine.
While cleaning my EGR valve for the first time I noticed that there was a washer sort of thing in addition to the gasket that clearly was there to restrict the flow of the gases...is that normal? what is it for?

I'm not sure? I recently removed my EGR to clean it and it didn't even have a gasket, lol. Someone removed it in the past. I made one on the fly and it has been fine. I checked it by running the engine and operating the valve. I'd be curious to know what the "restrictor" is also...

I've seen that with aftermarket egr valves that work for a few different applications. The egr comes with a few different washers and you install a specific one for your vehicle.
