Angry Problems starting in rainy weather

So I have a 96 ford f150 with the 4.9l and I constantly have problems with it starting in rainy conditions or if it is running staying running. It will crank and crank but never kick over. I have replaced the throttle position sensor and crankshaft position sensor. Just bought a new distributor, spark plug wires, and ignition coil. I noticed that in the interior water does find its way into the passengers side sidewall where the wiring is and I have read about checking the ECU which I plan I doing when I can but I would appreciate any advice.

Update so I have several codes which point to issues with the icm so I pulled the plug and there is significant green corrosion build up because I closed the hood and poured water in that area and noticed water is finding its way in above the icm and ecm and dripping directly on them. So I'm going to replace the icm and clean the connection there. But I have two issues 1 being what is suggested to address the water finding its way in and also noticed the hood cowl is old and letting in right above ignition coil and it get wet as well so I will order the cowl but what can I do for the sides. 2 after taking off all the nuts holding the ecm in on the engine side meaning the 1 in the center and the 2 on the sides and after referring to other videos online I should be able to pull it through the cabin side however something is preventing me from doing it and it's such a tight area inside I can't see anything or feel anything preventing it but won't budge. It wiggles but not much

This is my solution to keep the computer covered. I believe your year the computer is pulled out through the engine bay. You remove the inner fender section and pull it out. Might be wrong! I replaced the cowl seal and water was still dripping by the computer.

So I for the life of me cant get this thing out it is very badly damaged by water damage over the years because the portion that is exposed through the engine bay is a crusty white color and I have removed the parking/emergency brake assembly on the driver footwell to give me more access however despite me pushing like a m@#$cker it wont come out. I have attached some images of my situation and one of the connector for the ICM just to show the state thats in but please help I need to get this thing out to either replace or repair the capacitors. Side note I know there are nuts still on those threaded standoffs inside the engine bay I just put them back on so as to not lose them when attempting to remove the PCM I took them off.

Did you remove those two bolts from the engine compartment? The ones above and below the computer. Probably 8 or 10mm. The way yours sits, it looks like it will come out inside the cab.

The thing is it is very tight in the cabin but from what I can feel there are not any bolts inside but Ill have another look tomorrow probably.

Those bolts I cant remove them from the cabin side unless they get pushed through the engine bay side but when the PCM moves they move so they are attached somehow.

You remove them from the engine bay side. My bet is they go into the case to hold it.
