Angry Confused Injector issue

I have a 95 F250 with the 351W. I bought it from a guy that said one day the truck just stopped running and he couldnt figure it out. ( He was clueless on what he was doing). I rebult the whole top end due to a burnt valve and i also replaced the timing chain. The underlying problem is still there though. I have no fuel coming from the injectors (brand new). I have spark down to the plugs. I have 40psi at the fuel rail and while trying to turn over. I have a new distributor and made sure i was getting a injector pulse which i am. The noid light blinks when trying to start up. I removed the computer and looked for any signs of anything burnt and it looks good. The computer says it was a reman on 6/17/15. Im thinking the computer isnt grounding its self causing the injectors not to fire. The ground for the ECM is fine. Any other Ideas?

If the noid light is blinking, the EEC is grounding the injectors. It can only do that if it's receiving the PIP signal from the distributor, which is also used by the ICM to trigger the coil to spark. So the noid light alone confirms that the injectors SHOULD be opening. The fuel pressure reading says they should be releasing fuel into the cylinders. If they're not, they're bad. Put the original injectors back in. I've never found a bad original injector on these trucks, no matter how badly they were treated, UNLESS they were crushed or burned.

How exactly do you know there's no fuel coming from the injectors?

Ive pulled 2 plugs on cylinder 1 and 6 and held a rolled up paper towel in the cylinders while the wife tries to start it and they come out dry.

That's not conclusive. Fuel from injectors evaporates very quickly.

Have you pulled codes ?
As an example, issues with the TPS can cause the injectors to shut off. That should show a code though. There are other possibilities as well, so if you haven't checked for codes that's the place to start.
Just call me sean's sticky post at the top tells you how to do that with a short piece of wire.

I figured there would be no codes since the battery has been disconnected for over a month. It started today briefly with starting fluid.

And yes: one injector doesn't release much fuel for starting; and it does that when the intake valve is CLOSED, so that fuel hits the valve, and runs down the head to the piston ring when the valve opens. So if you ever see it on a paper towel, there's a BIG problem.

Ok so I ran any codes and I have none. It will start up with starting fluid. I not getting fuel for some reason even with 40psi at the fuel rail and the injectors pulsing like they should.

Well damn. I have a average of 62 psi compression cold obviously because I can’t start it. I find it hard to believe they are all that low at once. 65 psi was as high as any cylinder got. Think I found the issue
