While you have the Selector Switch off, measure the resistance to a good ground on the tank pumps & gage wires;
Make a note of your readings.
Front tank pump, Red wire, (pin 1 ?)
Rear tank pump, Brown/White, (pin 3 ?)
Front gage, Dark Blue/Yellow, (pin 4 ?)
Rear gage, Yellow/Light Blue, (pin 6 ?)
Make a note of your readings.

I can attest that just because a fuel pump is new - does NOT mean that it is working properly. Over the last 3 years, I have replaced my '91 F150's pumps at least 7 times. (Glad I got the latest ones under warranty from a retailer) - and it wasn't the same problem with each... low pressure, return valve stuck open when switched to the other tank, etc, etc... And all from "new" pumps.
G'Luck!
