Default Loose tilt steering

I have rebuilt the tilt steering column several times. It seems the 3 mounting screws beneath the turn signal cam keep working loose. Even when tightened there is still slop in the tilt catch mechanism. Last time I tried blue locktite but it seems to be working loose again anyway. I don't really want to use red on Phillips head screws and I'm not sure it would help anyway. Anyone have any good tricks to tighten it up? I haven't even run it off road lately. This is just in town driving. I'm considering switching to non tilt steering.

It may be there bearings in the.column. Define.loose like up and down. Side to side in the wheel. Or the whole column

It's up and down in the wheel when the screws are tight. Once they begin to loosen It vera loose left and right as well. The steering ( clockwise and counter ) is fine. The shaft itself seems fine as well from what I can tell. It's basically the cage that holds the u joint for the tilt pivot.
