Well mine IS under there...not saying its conveniently located. It looks like maybe if you have more dexterous fingers than I, or a friend named ET, or some snazzy tool you could possibly get it out without moving the manifold.

It took me about 1 hour to replace the fuel pressure regulator without taking off the manifold, so it is possible. I had to remove one hose and I got some 5/32 hex with a 3/8 socket, it was about 1.5 inches long. This allowed me to get the rear bolt off, and back on by carefully placing the bolt back in with just the 1.5 inch 5/32 hex socket sticking up so I could squeeze my hand in and start the bolt. I got the bolt to stick to the socket with some chewing gum, high tech. That was the hardest part of the job. Also recommend a telescope magnet to get the bolts when you drop them. It made a huge difference replacing the regulator. My truck was running very rough and would not start when the engine was hot. Now smooth and starts fine. Bottom line, it is definitely possible without removing the manifold.
