hissing from throttle body and other problems

hissing from throttle body and other problems
i have a 89 xlt laret 351W i am haveing some problems with my truck yes i am a mechanic but i have never worked on fords ever mostly imports heres what i have
- hissing from throttle body when motor is off and when intake piping is disconnected
- no power going up hills feels like someones towing me back, poor shifting have to lift foot for transmission to shift
- white milky substance in oil cap, i know i most cars that means moisture in the oil does same apply to ford
- passenger exhaust manifold glows red

Sounds like more then one problem:
My 2002 dodge shifts the same way, you gotta get off the throttle to shift
probably correct about the oil
my 4.9L manifolds glow too it just maybe a ford thing
not sure how you got noise with the motor off

the substance in the oil could be a leal from the colant going into the oil where no idea and i never seen a glowing exaust manifold before something is seriously wrong on that side is the head getting hot to or just the exaust gasket.
when you say hissing from the throtle body while the engine is off is the key in the on position and is this when the engine just shuts off
