Fuel gauge issue totally baffled

Wires are good fuses are good wires I think are good there reading some resistance finnally ending up trying random crap with my jumper wires and for a read out like this. I doubt it's supposed to, however I did learn when ever I ground the gauge out it hits down under E

" A gauge that pegs past empty indicates a short to ground on the Y/W wire (pinched to the frame, body, or dash supports), OR a sunken float.
A gauge anywhere in between that doesn't move indicates an open circuit (blown fuse; corroded terminal) on the power (battery) side of the gauge OR a bad instrument cluster ground at C251 pin 9 (both of which would affect MORE of the cluster than strictly the fuel level gauge)."

The issue is i cannot see the wire, and I took a meter to it and it reads some resistance not an open circuit.
Does anyone know where that wire snakes thru? I can only chase it a little under the dash

The wire running from the bezel switch to the gauge is fine that reads with some resistance. the one going to the bezel switch to where ever the Y/W goes reads open when i ground it.... I'm struggling to remember how to get a reading to test of that Y/W wire to see if it is open or actually fine.
