Make sure you have a good release tool. I found from hard experience that most of them are junk. The walls of the release tools are too thin. Get the yellow Lisle release tool. I bought it at O'Reilly's. After trying PB, WD-40 and 10 different tools, none of which worked. The Lisle release tool worked like a charm.

Fuel pressure should be 35-45 koeo. I would change the filter, check the regulator and check pressure again.

The regulator is what is found at the end of the fuel rail, it maintains the pressure in the system that your injectors need to fire and maintain the engine idle and vehicle speed. It should have a little vacuum hose on the top of it to the intake manifold.

I had the same issue with my 92 f150. Everyone's advice here was great, I hit it with some Pb-blaster and let it soak while I went and tripped the inertia switch. Then moved the line in and out and turned left and right to loosen the crap up. Turns out the 92 f150 with 145k miles I just bought never had a fuel filter changed so the connectors were incredibly gunked up. Took multiple passes with pb-blaster and some air from my compressor to carefully clear it out without compacting it in there more. I also recommend to spray it down, spray the tool, and then insert it to ensure the pb-blaster get all the way to the back of the connector. I also replaced my fuel rail pressure regulator since I had the system depressurized.

I just did this same job ! - Had to turn and pull the filter off. the hose was to close to get off with tools. DO NOT TWIST the lines only the filter. you will need the new (lack of better word) clips for the inside hoses. Its not recommended - but it help me - All installed and ready to go. Good luck take it slow and you will get it lol.
