I know there's a little star type spur looking piece inside the brake once you take the drum off. It adjusts where the shoes sit inside the drum, they maybe be over adjusted on that side

Sounds to me like you have grease or brake fluid leaking into the brakes on that side. It will only get worse untill you fix the leak and replace the brake shoes. If the adjuster was to tight the brakes would run hot all the time.

I get what you mean, but it doesn't necessarily have to be making contact with the drum when hes off the brakes, it just makes contact before the other brakes, it does more of the braking than it should. I bet those shoes will need to be replaced as well as the drum If its been going long enough like this

Have you inspected the brakes yet? Pull the drum and look for leaks. When clean everything. Most break problems leave visual evidence. They should be cleaned and serviced regularly any way. Look for hot spots, gouging, worn lining broken springs, etc. If it all looks good back off the adjusted, lube the assembly and put the drums back on. Then pump up the brakes and back up and apply the brakes a few times. This should properly set your adjusters. If the problem still exists it may be in the fluid system.
