1996 fuel tank sizes?

I was told that the shuttle valve would not open. Drill a hole at the base of shuttle valve will let the fuel return without any problems. See black dot, that's where I can drill it through.

By the way, I called the NHTSA. They are currently investigating why Ford did not send out a recall in the past on remaining year '94-'96 and some '97 about the fuel crossing over unused tank. There were number of people called Ford about "A MALFUNCTIONING CHECK VALVE WITHIN THE FUEL PUMP ASSEMBLY CAUSES A PORTION OF THE UNUSED FUEL FROM ONE TANK TO BE RETURNED TO THE SECOND TANK. WHEN THIS OCCURS, THE CAPACITY OF THE SECOND TANK CAN BE EXCEEDED, CAUSING FUEL SPILLAGE." But after 1993 Ford did not want to replace each external return fuel check valves because they already installed each new external return fuel check valves for the front and rear tanks.
That's bull ! I just replaced the front fuel pump (not the entire assembly) and there was no external return fuel check valve.

I did a research on www nhtsa. gov on fuel related complaints. Too many owners filed complaints are from 1992-1996 and some '91-'97 F150 fuel crossed over unused tanks. Some were low mileage and a lot of them over 100,000 miles. I didn't do a research on F250 and F350.
Some were fire related incidents. Ford ignored complaints from consumers and let the clock ticking. They did that on purpose, saying, "Your vehicle is too old and too many miles." Old? Some F150 are well below 100,000 miles.
Okay I did a research on 1992 F150. The date of complaint was 6/21/2012 and 140,000 miles on the clock. Remember, Ford sent a recall letters to registered owners, but this guy claimed Ford told him that the vehicle was not under recall. All 1992 F150 owners filed a complaint to NHTSA back in 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2008, 2009, 2010, and 2011. Some were placed twice from Ford and some were not under recall.
