The capped off one should be tied up out of the way. I think it's for 4x4 maybe; anyway I've seen that dozens of times - always just capped off and tied to the loom.
That actuator by the firewall opens and closes a door inside the heater box to control/adjust air flow.
The first one I don't recognize off hand.
Were that my truck; if the driver's side looks as good as the passenger side, I'd try to keep as much of that original paint as possible (if that's original). Maybe consider just repainting where the clear coat peeled.

Chris, thanks for the info. I tied the hanging connector over the weekend.
The paint does appear to be original, and the driver's side looks much the same. There's a few small spots of rust that need to be addressed before painting anything. I have given some thought to just clear coating the truck as is.
i do need to replace the panel between the windshield and hood. The area where the antenna mounts is cracked.

my advice for your speedo is replace the wires from the sensor in the rear axle all the way to the gage cluster. I have the exact same truck as yours and my speedometer did the exact same thing i tried a new gage cluster, psom and speed sensor in the rear axle none of those fixed the problem but once i ran two wires from the rear axle to the gage it worked like new again.

also the sensor looking thing under the hood is in fact an aftermarket temp sending unit for an aftermarket gage. my 95 also has the dangley gray connector underneath
