Use some brake cleaner or tb cleaner and clean that whole area up, it will look like you can read everything now but once clean you will see much more. There will be a timing indicator that you use to set the timing and a numbered strip that gives the timing.

Mine looks nothing like that.
It has a large v-shaped notch with a series of smaller v-shaped notches on either side, and no numbers that I can see. With the spout connector disconnected, the timing mark on the pulley is just below the center of the large v-shaped notch.

If yours looks like this then the notch is 10* BTDC, there should also be markings on in that indicate this as well, if you look closely at the pic the 0 is to the far right on the series of V's, 10* is the big V, and so on to the left.
